First, create a WPBakery Announcements add-on on Common Ninja. On the add-ons catalog, find the Announcements and enter the Editor.

Save the Announcements add-on
When you're done creating the Announcements add-on, click on the Save Changes button at the right top corner of the editor. If you don't have an account on Common Ninja, you'll have to register first.
